Kennedy’s remarks in the President’s Office upon signing the Area Redevelopment Act (referred to as the Depressed Areas Bill), a stimulus act targeting areas of chronic unemployment. In his speech President Kennedy announces the appointment of William Batt as Administrator of the Area Redevelopment Administration.
